Choose a grader by the tier that is open for your address on the day you submit, not by the cheapest number a company has ever published.

If you need an international sale, most people still start with PSA. CGC has a Hong Kong office. Beckett has paused its two cheapest online tiers. SGC, TAG, and GEA belong in the comparison, but none of them substitutes for a Marketcap PSA 10 reference.

PSA Value tiers are unavailable, and a Hong Kong shop is only useful if its price list still matches live PSA tiers. The CGC fee page says those dollars apply to US direct submissions, and the Hong Kong office works by appointment. Beckett lists Base and Standard as sold out, its turnaround figures are estimates rather than promises, and a shop quoting Base is quoting its own number. The SGC clock starts after unboxing. TAG runs limited drops, so do not treat it as walk-up mail. GEA publishes at grading11.com and had no HKD fees up today; whether overseas buyers want its slabs is a separate question.
Mailing PSA’s US Online Submission Center from outside the United States is still treated as paused, per the tariff note. A shop receipt plus a submission number is your authenticity check on the shop itself. A slab is an opinion in plastic, not a guarantee of a purchase price.

Which grader should I use for an international sale?
Most sellers still start with PSA, because PSA 10 references and populations are the most widely quoted. That is a liquidity argument, not a claim that other graders are less careful.
Is CGC’s US$17 Bulk price available in Hong Kong?
No. The CGC fee page says those dollars apply to direct US submissions. Hong Kong has its own appointment-only office at The Gateway in Tsim Sha Tsui.
Why can I still buy a BGS Base slot at a shop?
A shop is quoting its own number. Beckett listed Base and Standard as sold out on 2026-09-01, so ask for written confirmation that Beckett still accepts those tiers before you hand over cards.
